Unknown European spoon?

I'm hoping for some help identifying the country and age for this small teaspoon 13.5 cm long:

Thank you! I have to admit that I had no knowledge of Prussia until I read about it to see what and where it was. It looks like some of the German/Prussian silver from this time would have had a purity Lot mark; is this lacking because of the small size, where it was made, or some other reason?

Oops, I'm obviously still learning. I assumed that was just part of the city mark. So 1+2 instead of 12? Thanks again.
