I am posting this for a friend of a friend. I have no idea where it was made.
The 900 mark looks Spanish, but I guess it could be Estonian, Turkish or whatever. I don't know the origin of the name INCE but I don't think it is Spanish.
I also don't recognize the style of the piece.
Two auction houses one in England one in Germany at best described the marks as continental.

In view of the range of brown bears the Caucasus region is a kandidat. It seems, that the third mark (makers mark ?) is written with armenian letters and means probably "D.I." ( http://en.wikipedia.org/wiki/Armenian_alphabet ).
The name "INCE" I often found in the internet as a turkish name.

I think you may have it, but I am not entirely convinced. I thought Turkey also, they had a 900 standard. I don't quite read the initials as you do, but thought that a cyrillic alphabet would maybe work. I also wondered it was right side up in the photo. I notice that in Armenian K and I are basically the upside down version of the other. I also Googled gümüş, Silver in Armenian, and ince and found a young man on facebook who had both names in, rather odd.

I meant to add the name in Western characters is much the same as on Russian silver, which fits the Armenian possibility.

I see for K ince on auctions site says "probably Hungarian"
