I think that it is Swedish.
Could you describe the marks. Or try a better picture.
The stripe zig zag is called "oldermands ranke" when they controlled the silver they took a sample before stamping the silver.
The silver smith had given his mark but before the official mark was giver they took this sample.
The compaired the sample with a sample that they knew.
16,0 lod,
15,5 lod,
15,0 lod
14,5 lod
14,0 lod
13,5 lod which was the official containing 13,5 of of 16,0 (16,0 pure silver)
12,5
12,0 etc down to 11,0
