I think that it is Swedish.
Could you describe the marks. Or try a better picture.
The stripe zig zag is called "oldermands ranke" when they controlled the silver they took a sample before stamping the silver.
The silver smith had given his mark but before the official mark was giver they took this sample.
The compaired the sample with a sample that they knew.

15,5 lod,
15,0 lod
14,5 lod
14,0 lod
13,5 lod which was the official containing 13,5 of of 16,0 (16,0 pure silver)
12,5
12,0 etc down to 11,0

On your fork , there are four marks + a recense mark (Gothic e like a small boat) and a deep zigzag.
Two marks are for the Town: GHent in Belgium
The letter G and the Helmet.
The 91 Crowned is for 1791.
There is also a 'poinçon de recense' Gothic E used in period 1831-1868 (E For 'Etranger' which is normal, because the Silver Standard in the 18th century was different from the 19th century Standard.)
You probably have a Makers's mark, which i could not read.
and you have the typical and necesary zigzag, which is the trace of the 'essay test' Larger in most of Belgian cities, except for Liege where it is narrower.
Why do we still find the 91 with the Crown ,?
After the French revolution 1789 all Silversmith's hall were not closed at once, because we in Belgium we were far away from Paris and France in such a way.... and we still used the last two dates till end of the 18th.
The French '1er coq' for the departements starting in 1798 in Belgium too.
