Unknown city/maker's mark for repoussé candlestick

Hi, I'm hoping someone can help me find out more about the city and/or maker's mark for these candlesticks form Germany. According to this site they would have been made well before 1886. And it looks as if the N would stand for Nürnberg, but then why the anchor symbol? and the M (or W) is a mystery.
Any help greatly appreciated!
Also, can anyone refer me to a web reference or book about letter-dating silver in Germany. Can read German.

It seems to me that yours candle stick holder aren't German.
A centralized system of date (year) marks has never existed in German areas.

First of all it would be good to be sure that it is solid silver and not silverplate.

I didn't want to be the first to say it, but I think they are supposed to be Dutch 17th c. but are more likely late 19th c. plated, with pseudo hallmarks.
