Most times a key in a maker's mark stand for places related in history to St. Peter - in this case, the symbol of a key stand for Bremen history.
And in this kind of combination with the letters B L stands for the Applied Art workshop of Brinkmann & Lange, Bremen; maybe only active between the two WW?
Maybe you hate it, but also in this case I couldn't give you more details.
Be attend: There is an until details nearly similar maker's mark with a key and B E - also first used after WWI until about 1975. It is the mark of Berndorf-Austria German dependence in Esslingen; used on plated flatware and impressive hollowware.
