Unidentified paperweight

I purchased this at a charity auction in New York City. It's 925 silver, but I have no idea of its maker or country of origin, and I can't tell if the hallmark is supposed to be two Cs, two Us, or something else altogether. It stands 2.5 inches tall. Any information would be greatly appreciated.
