Spanish laddle

Hello,
I have a big spanish laddle and now I am looking for some Information about it. The left mark with the bear on the strawberry tree is the coat of arms of Madrid. But is the "44" a date-letter for 1844? What meaning has the mark with the city gate on the right and who is J. SELLAN?
