800 spoon- Identify marks & pattern?

yes, it is switserland,
Silbermanufaktur Jezler AG
frauengasse 19
CH-Schaffhausen

The second mark is "coq de bruyère" indication for 800/1000
it was used from 1882 - 1934

The filigree pattern originated in France and ca. 1840 was integrated in the Jezler collection under the name FILET FRANCAIS.
