Suagr tongs - are they dutch?

I have recently acquired a pair of sugar tongs. Can anyone tell me anything about them?

The shown sugartongs are certainly not Dutch. Suppose they were, there should be four marks; lion, Minerva's head, dateletter end maker's mark.
