Can't figure out the country, could be Norway?

This very large soup spoon doesn't have any other marks than those shown. Thought it would show 800S instead of 800M if Norwegian. Any idea as to origin? The initials in the diamond are GH.

Don't know the maker, but the marks are most likely Belgian.
