Need help identifying 8" heavy sterling spoon

The spoon also has the initials C.I.E. hand carved in the handle. I cannot identify the marks in the photo. Thank you for your assistance.

The Lotharian cross was used as a town mark in Austria-Hungary.

I don't know what the other stamps mean.
