Need Help! Silver Lionhead Footed Salt Cellar? Sugar Cube?

Please help me find the origin and use for this lovely lion head and paw footed dish perhaps a salt cellar or a sugar cube dish?? Maker or Hallmark shows only initials in a circle Maybe M with other letter or letters - see photos please. I would appreciate any help with this. I thought it was sterling and maybe Dutch - seems to have the grouped men at a table moptif I see in a lot of Dutch items - although maybe Asian? Any assistance greatly appreciated!

My photos disappeared but I noticed under Dutch Hallmarks it looks like the one from 1770's under J (Cave, Johannes Morellon la
Leiden) So, it may have been Dutch as i suspected!
