Sugar tongs from where?

Does anybody know the country of origin of this sugar tongs? I suppose it to be German, but there is no town mark, only in the 2 little bowls I recognize MA over S in a heart shape (no better photo possible). I found the sugar tongs in a collection of Austian and Norwegian pieces. There is an engraved year 1793.

The result of my last research: double struck maker's mark MA over S in a heart shape could be Norwegian, but I did not succeed in identfying the maker.
