Probably had marks in the lost smallworkers register as he is given in PR 1773 as "Bucklemaker at Bell Yard ,Temple Bar"

He might be the "Thomas Flower, Saint James Westminster Middlesex" whose will was proved at the Prerogative Court of Canterbury on 27th January 1774.
But probably not.

A Thomas Flower was recorded as Jeweller and Goldsmith of 3, Castle Street, Holborn.
