Almost certainly Simeon BAYLEY (p.401) and Simeon BAYLEY (p.402) are the same man. The specialisation as bucklemaker and the dates match nicely .
Probably the Simeon Alexander Bayley ( or a son of the same name) who was bankrupt in 1773 , described by the London Gazette No 11335 as " formerly of Thackholme's Court, near Vine Street,in the parish of St Martin in the Fields, late of Amsterdam in Holland, Bucklemaker
