Hello
This is the French export mark for 950 standard silver, in use from 1838-present. It is stamped twice to indicate the object has 2 parts.

You do not show a maker’s mark, which should be in a lozenge-shaped reserve.

I've had a look at your hallmarks, I don't agree that they are as identified by another person.
First, France didn't introduce expert marks until 1840, and they were quite a different shape.
The export marks from 1879 are closer, but they need to be in either a hexagonal or barrel shaped frame, and yours seems to be in an oval frame.
And Mercury should have wings in his hair, can't see any wings.
I don't consider the marks French, it looks more like Dutch export ware.

I've had another look at the hallmarks. They do in fact appear to be Mercury head export marks, but the one for small items, used from 1879 to 1994.
