Hi,
He was active in Paris late 19th century (year 1880 is often found associated with his name).
Coat of arms is called impalement; a form of heraldic combination or marshalling of two coats of arms side by side in one divided heraldic shield or escutcheon to denote a union, most often that of a husband and wife.
The first (left side) is ROMANET de LESTRANGE: De gueules au lion léopardé d argent en chef et 2 lions d or adossés en pointe.
Leopard and two lions facing each other on red.
