French base for spices with bigorne

Who is the producer of this cabaret.
In the second photo, under the warranty mark, there is a signature in the oval that differs from that on the base
It's normal?

The maker is Denis Jean Andres Garreau; see this thread for more information: Sugar basket maker

The mark under the warranty mark is the second standard Minerva head in use from 1838, indicating that the piece was resold at some point after that and marked a second time.

Interesting it was marked 1st standard (950/1000) when it was made 1817-1834 (DG's working period viewtopic.php?t=56399) and then later remarked 2nd standard (800/1000) during/post 1838.
