HI

Who is the maker EL? perhaps French? & what is the silver standard?

Yes, French, from the city of Lille (dept. Nord), first standard: 950/1000

Edouard Desire Lemayer

Born: 17 Mar 1823, son of Jean Baptiste Joseph Lemayeur & Catherine Joseph Bigo
Mark Registered: 7 Aug 1848
Married: 2 Aug 1859, to Eugenie Pauline Sophie Gahide
Died: 27 Dec 1890

Many thanks for the detailed response.

Searching on Google & on the famous website i can't find a single piece of silver sold or offered for sale from him, so i suppose he is relatively scarce.

Relatively. I've seen some flatware from him before; his mark is just usually just not identified.
