This object is called a “hochet” in French. It is indeed a rattle with an ivory soother/teether at one end.
The hare head in a right profile is the gold and silver standard mark for small objects made in Paris from 1819-1838. The poorly stamped initials should be the maker’s mark stamped in a lozenge-shaped reserve. Unfortunately, there is no AMZ listed in Arminjon, v. I. There appears to be a symbol over the M. If you could sharpen up the image, perhaps we could read the initials more clearly.
