Hello All. I've been able to figure out, I believe, the Standard Mark 1798-1809, and the Guarantee Mark; but the Makers Mark eludes me, as does the F*L*M*C.
I believe the 4 letters of the Makers Mark starting from the top and going clockwise are JRDC, or JBDC.
Spoon measures 10 1/2 inches long, and is 95 grams.
I would appreciate any information. Thank You.

Charles Joachim Benjamen Dallemagne, silversmith/flatware maker working at 11 rue des Orfèvres, Paris. He bacame a master under the ancien régime on 18 Mar 1786, registered marks in 1801 and 1807, and evidently retired by 4 Jul 1820 when his successor, Guillaume Clément, registered his mark at the same address. Dallemagne died soon after, on 11 Nov 1821.

“F*L*M*C” are likely the owner’s initials; it was common in the late 18th and early 19th century France and Switzerland for them to be stamped rather than engraved.

Hope this helps!
