Hello
Your sugar bowl was made by Charles Harleux, a manufacturing silversmith working in Paris at 32-34 rue Pastourelle. He registered this mark on 3 April 1891. No date is given for cessation of activity. Source: French Ministry of Culture website.
There appears to be a Minerva head silver standard mark that has been partially obliterated with an H (?). I don't know what this means.
Hope this helps a bit.
