Cigarette Lighter Silver Paris French

Hello.

I have this old cigarette lighter. Made in Paris around 1930. I can not find the maker on this Piece. Maybe somebody has an idea.

It is marked with what looks like a J and C (in the middle is possibly the "Arc de Triumph".

Any help is glady appreciated!
