Dog Face Hall Mark - French ?

Hello every one, I am new here and this is my first post. I have been researching this cigar cutter of Mr Punch carved in ivory with a silver collar that I think may be French marks. One of the marks is a dog face and the closest I have found is on the 925-1000 site under French town & city marks before 1789. It appears to be similiar to the mark for Orleans commencing in the year 1611.

I have no idea what the other marks are and any help with what these marks are, who is the maker and the approximate year is appreciated. Thanks in advance to all who reply...

No body ?... Looks like this may be a hard one to find. Any ideas, suggestions both pros and cons are appreciated as some times the smallest idea may lead to some thing bigger.

I noticed there is a French Makers Mark Project, the admin is more than welcome to use these hall marks to add to your project.
