Are these French hallmarks??

Hoping someone can help identify these hallmarks, believe they are French but not sure. I have two pieces with the same marks, one is a tall shaker and the other has a hinged lid, maybe a mustard?
Both pieces have 4 marks each, the number 16, a standing lion with a crown on top, an arrow and another mark with a small cross on top, like an orb, but cannot make out the bottom portion of the mark. Posting 3 pics, any help would be greatly appreciated!!

Hard to say, but could it be Brussels late 18e century (1791?)?
