I would be grateful if anyone could confirm if this mark on this toothpick holder is French.

Such a losange is almost always french.
I read an A (fig) R in the losange.
I do not have a genuine a picture of the makers mark but by the discription:

Richeton, Achille
Initiales A.R.
Symbol: une grappe de raisin (a bunch of grapes)
13 juin 1923
Paris, 42 rue Beaubourg

This could be your man.
