I found the maker!!
Charles Barrier. Do you think it is sterling or plate?
I cant see the other hallmark well. I wonder who made the glass?

Hi Mike,

It would be silver, but as to the standard you will need to closely inspect the 'Head' mark, it should have a very small number on it that would indicate the standard. It could be better or worse than sterling.
