Help w/ French silversmith G.CARRE & C

I have an art nouveau sugar bowl made by G.Carre & C. I cannot find any information about this maker. His silver mark has an eagle similar to the russian imperial coat of arms. Any information out there about this maker? His nationality?

Not a French speaker, but I believe the mark would be read as either C. S. & Cie or Cie. C. & S.
How did you come up with the Carre name?

My fault, there was another mark on this sugar box that read "G.CARRE & C". If I find a picture of it somewhere on my machine i will post.
