Can anyone read Norse script?

I have a Marius Hammer coronation spoon which has a fair bit of Norse script engraved into the upper 2/3rds of the spoon - I really would like to know what it says.

It does not photograph well and I only have the (probably somewhat) inaccurate transcription.

Norwegian engraving — what is their signification?

It’s now three year unsolved — could maybe a Norwegian ask a historian, to find out or explain the signification?

I “read”:

roy oc n(atus) m(ajrstatus) …
ur kinds eftvolg

It seems to me that it is necessary to ask some body who could read very old manuscripts.
