Hi,
Without marks it is practically impossible to determine the country of origin.
European countries with well established hallmarking systems can be excluded.
The silver is handmade, raised on stake, hammered, chiseled and embossed.
If European (less possible) the way it was handmade would indicate very early 19th century.
But if the provenance is not European, it could be much younger because silversmiths worldwide still use traditional techniques.
I think that is all to be said.
