Japanese candelabra

I just purchased a pair of Japanese candelabra which are marked .950 Sterling on the base, Although the bases seem heavy there is no mark stating that they were weighted. Was this designation a requirement, or was it waived by some producers in Japan (and elsewhere!) Or is there a chance they just put extra silver weight into the bases for stability? Thanks!
