What Country (Countries) Use Both 925 and Hallmarks?

Sorry - I'm new here...I have a Sterling Silver item that has Both 925 and Unknown Hallmarks (will be using your guides to try to figure out the Hallmarks)...and, I just wondered if someone can answer the question as to who (whom) uses Both markings (925 and Hallmarks) on a Sterling Silver item? Is it Foreign, or USA?? Thank You in Advance. KKC
