Is it common for pieces to have no duty mark?

Hello! I have a Josiah Williams & Co., George Maudsley Jackson teaspoon marked London, 1888, Queen Victoria, but no duty mark. I was wondering if this was common? What does it mean to have no duty mark? {Is my spoon outlaw?! :) }. Any info would be helpful! Thank you!

Here it is, sorry it's not the clearest photo. I think it's a Josiah Williams & Co., George Maudsley Jackson from 1890 London?

Hi,

Your spoon is marked correctly.

The date letter 'P' was introduced on the 30th May 1890. Duty marking ceased on the 30th April 1890.
