The Netherlands - 3 marks

I have visited an e bay auction. An item from the Netherlands. He writes in the description that it has 3 keys - marked 3 times. He writes that this means that item was exported, imported again and the exported once again returned and exported for the third time.
Is this correct? or is he maing a good story?
Does 3 keys mean what he writes.
Its not my auction nor do I intend to buy - I am just qurious

Hi Hose_dk,

Yes, to my knowledge you have been given the correct information about the use of Dutch export key. Key mark to indicate 2/3 marking duty restitution upon export. This mark was always struck partially into the standard mark, small mark or duty mark for ungaranteed new objects of national origin. Upon re-importation and payment of duty this mark was cancelled by a second stroke of this key mark across the first. Valid from 1853 till 1953. If exported again see above.
