Identify Crest and maybe Order of the Garter?

Hello all.

I wonder if anyone can assist with this crest, it has a pendant like part coming from the bottom of the crest and I have been informed it may well be connected to the Order of the Garter and if so it may have been owned by someone of importance.

Any assistance would be greatly received

The coronet is that of a baron and the badge is for a baronet of Nova Scotia so not the Order of the Garter. The motto on the ribbon of the badge reads Fax mentis Honestae Gloria. The crest appears to be that of Lord Reay who were also a baronets and whose motto is Manu Forti.
