I believe the wreath with the cross represents the Order Of The Bath, see my post on Admiral George Cockburn who was one of the first Grand Cross Order of the Bath members after the Order was re-constituted in 1815, officially appointed on January 4th 1815, and the spoon has a date of assay of 1816 made by Eley & Fearn in the King's Pattern with no monogram but it does have this huge family crest which could have only belonged to one man:
