I L on buckle with unusual "bastioned" punch c1740

This punch appears on a small buckle with a London 1740 —1756 Lion Passant Guardant. No ideas on the maker .

A very similar punch shape, albeit with a different makers initial and a post 1756 Lion has been seen on a pair of tongs See viewtopic.php?t=18059
And another punch with the same strange outline has been noted on a Scandinavian pair of tongs of late 18th century origin. Are the "woolsack" or "bastioned " punches a by-product of a practical purpose ? Could they represent a strengthening of a worn edge punch by steel inserts ?
