Exeter (or Edinburgh) Maker - RG

Hi,
Need help with this one, looking for the maker's name. I'm assuming it is Exeter, but the city mark is so poor it could also be Edinburgh. Came from a ca. 1790s Old English pattern 5 inch spoon, these are the only marks.

I'd expect to see a lion with an Exeter piece.

Perhaps Robert Gray and assayed in Edinburgh. Here's a post about him:
