I purchased this today for my best friend's Christmas present... I wanted to include a card telling him exactly what the hallmarks said: I've worked out so far
1934-35 : Date Letter S
London : Panther Head
Richard Comyns : Makers Mark
And then there is that weird shaped 3? Does that mean anything? If so I would love to know! Thanks, Edward

That mark is not important: it's called a tally mark.

I should imagine as tally marks go, this one is somewhat unusual, you would normally expect the tally mark to be next to the makers mark and be stamped pre assay, this one due to the spacing appears to be stamped post assay, presumably just a strip of silver was sent for assay, all the work being done afterwards only then would worker stamp his/her mark.

I've been told that a little dab of mineral oil, rubbed in, will bring back a lot of the luster to old tortoise. Never tried it so, can't swear to it. You should be able to remove much of the white powdery silver polish residue with an old dry toothbrush.

Thanks tonnes everyone! I cleaned up the shell with some Mineral Oil and it turned out absolutely great. I wrote down on a little card the exact date and information related to the piece. I sent it off today to my best friend; it's his 21st Present heh. Thanks tonnes, Cheers. Edward

You just missed one mark. The walking lion. I know that its common knowledge, but maybe your friend does not know.
The walking lion is british for sterling 925/1000 and called "lion passant"
