I have a 5.25 inch sardine fork with a closed top. All it has is the word "ENGLAND" stamped on back. Any ideas what it means?

I have a spoon with the same kind of mark. It is tested 98% silver. But in your case, I am not sure if it is silver or not. Bring it to a bullion shop and have it tested.
