Help with makers mark WW on spoon

I need help with the marks on the picture below. Can't ID "WW" mark; monarch bust: and date "a". Also what are the indentation holes?

This is an Exeter hallmark, which we can be sure of from the combination of mark styles and shapes and the maker's mark. The latter is the mark of William Welch and the date letter "a" is for 1817. As in your London spoon the assay office mark (in this case the Exeter castle) has been omitted.
The 2 indentations may be a journeyman's mark, the private mark of the workman who actually made this spoon, but it does seem a bit of a crude method of marking.
