Puzzling punching

I found this punching on the internet.
There is something strange: the two marks at the sides are British, but the central ones I would say are Maltese. Or am I wrong?
In particular the R indicates the Roman standard, which is less than the Britannia standard.

Btw.letter R was for 1732.
