help identify halmark and if that is sterling or silverplated?

Your spoon is sterling. The hallmark is a London mark with the date letter S for the assay year 1773/74. W·T is most likely William Turton who registered his mark as a smallworker in October 1773.

The decoration is not original but would have been done in Victorian times.
