I believe the 2 marks at the beginning, they're pretty worn but look like HM to me.

HM is for Henry Matthews, assayed at Birmingham 1912

The other maker is S Blanckensee & Sons Ltd, both assayed at Birmingham

They are English hallmarked silver, but they look like a dressing table set, hairbrushes from the photos, if so, they are silver mounted.
