Over Stamp ?

l have posted this hallmark as l find it unusual, in the sense that the Duty Mark and the Lion seemed to of been overstamped, the T seems very deep and l am not sure where this spoon was assayed, the makers mark also appears to of been overstamped, any ideas or thoughts would be interesting, l have hopefully shown what l mean on the photo.
