Can Anyone Assist With These Hallmarks?

Hello to everyone I am new to posting here but this is the first of 2 posting I will submit here that I dont know so any help would be greatly appreciated indeed.As you can see there is a crown over 3 x's and then the letter V.The last part of the hallmark I can not make out.Could this be Provincial English silver or is it just an overseas mark?

Hi,

Your spoon is made in Amsterdam, The Netherlands in 1804. I can not recognize the other mark.
