English Provincial Seal Top Spoon Unknown maker

I don't have much hope anyone will recognize this maker but it is my first English seal top spoon. The finial is pinprick engraved S*S over I*A over 1651. It is only marked on the inside of the bowl. and the spoon measures about 7.5" long.
