HR + Tinkers marks? unknown spoon

Another fiddle pattern teaspoon, there seems to be a sudden surge of unknowns lately with most turning out to be North American but not sure on this one. Nothing diagnostic in the way it’s made and quite ordinary at 14g. It has RW script initials.
