Teaspoon origin

I would be grateful for some help in identifying where this spoon is from. I have a feeling I have seen these marks before (possibly on this site) but I can't seem to track them down.

I don't recognize the A. R. What does the inscription say; it might have something to do with identifying the origin of this spoon.

"D.R.A." over "MATCHES" over "1892" over "WON BY" over [Name?]--maybe traceable if we get that?

News for 1914 shows D.R.A. matches suspended owing to war...it's rifle association related stuff for shooting awards..so...Dominion Rifle Association?

Technically the D.C.R.A. but commonly refered to as the D.R.A., matches were held at Ottawa deciding who would go on to Bisely for the English National Rifle Association championship shoot-offs.

Aaron Rosenthal was bought out by Birks in 1911, and Birks turns up on D.A.R related spoons. A. Rosenthal was noted to be staying at the Grand Union in New York (Oct.1891) in this list of buyers (upper column two): https://books.google.com/books?id=f3MoA ... &q&f=false
Perhaps he used American sources.
