Georgian or Victorian Fiddle Ladle w/Unusual Marks

Hi,
This one has me stumped; it has unusual marks but appears to be solid silver, circa 1800-50, and seems too light at 7" and 49 grams to be CES or Caribbean. Hoping someone has come across similar marks before!
